Strategic Planning and Reform Unit (SPRU)
Strategic Planning and Reform Unit (SPRU) has been established with the objective of strategic planning, monitoring and evaluation, and facilitation in implementation of various activities of the reforms programn under the Development Policy Loan. The unit is currently engaged in a number of activities, such as:
  • Development of the Moderization Plan
  • Groundwater Management Activities
  • Facilitation in asset management plan implementation
  • Implementation of Communication Management Plan
  • Social and Environmental Management Activities
  • Human Resource Management and Capacity Building Activies
  • Change Management and Other Institutional Reforms
The vision is to provide adequate, equitable and reliable irrigation supplies to the cultivable lands of Punjab, aiming at enhanced agricultural productivity and sustainable development with focus on holistic management and broad based institutional reforms.
Four are the pillers of reform unit:
  1. Institutional and Policy Reforms to improve the management maintenance of the irrigation to ensure its long term physical and financial sustainability
  2. Water resource management reforms to make water alocation and distribution more transparent
  3. Irrigation Service Delivery Reforms to improve the quality efficiency and accountability with which irrigaiton services are delivered
  4. Reforms to improve water use efficiency and on-farm productivity
