The Academy is financed by the Government of Punjab as an Autonomous Body. Irrigation & Power Department is Administrative Department of the Academy. Annual Budget of the Academy is allocated by the Finance Department, Government of the Punjab, which is released to the Academy on quarterly basis in four installments through administrative department. The very need of releasing budget on yearly basis is, quite often, felt for smooth and unhampered running of the institution.

The financial arrangements for the In-Service Training Courses are as under:

• Training Expenditure is booked against the deposit received from the client departments
• The participants draw their pay and allowances in the normal manner for the period of their stay at the Academy from their parent departments.
• In the case of Pre-service Training courses the sanction for the creation of the training posts of the probationers at Lahore is arranged by the concerned departments. The probationers themselves bear the mess charges. They manage the mess themselves through a Mess Committee. The Departments are required to pay the training fees of the Participants to the Academy at rates fixed by the Board of Governors from time to time.
